    1. Even when they *do* speak Korean, he adds in the tweet after. This wholly unsurprising, and... I've been braced for it from the start.     So far, S. Korea's gov't has racialized policies for testing, vaccine passports, and now quarantine. It *always* takes foreign institutional pushback to address it. They love to insist it's not racist, because their good intentions (for Koreans) means it can't be racist.
