Why do Korean institutions so often make public announcements with screenshots of text instead of posting user-accessible text? Often the text isn't ornamented or stylized or anything, it's just a screenshot of text in some normal word processor font. Seriously, why do this?

I assume nobody realizes (or cares) that this makes the announcement less accessible to a whole lot of people: blind/visually impaired people, people who need to put it through an autotranslator, even people reading it on a smaller screen & need the text to reflow. Why do this?

(Yes, yes, I know there are apps and websites that can extract text from images. But besides the annoyance of the extra step, I am really asking why people do it at all. Everyone here knows CTRL+A, CTRL+C, CTRL+V. Why not just do that instead?)
