And my best is it’ll depend on having a proper account with a phone company here (which not everyone can get—it took me years) and rely on your national ID and name matching (which half the systems in this country cannot do with long foreign names).

Which… South Korea’s digital divide is easily fixable. It’s just they’d have to care at all whether anything works for non-Koreans, and evidently (20 years of experience tell me) nobody actually cares at all about that. So, yeah, I expect this to work GREAT.
